Just curious, I know you can make a custom header for a certain forum, my question is can you have it so nothing shows up at all in an empty forum but the custom header?

Sure, make a custom wrapper calling needed info and the header and footer.

Just want to have a forum where when you open it up I have just a normal single page of text instead of the forum setup.

Make a forum header and footer, with nothing in them, except maybe a <br etc.. Then make the css for it so the text is formatted properly. Then edit that forum and choose the new header and footer and css.
Make sense?
